-- a memo circulated to Democrats throughout Florida detailing
how to disqualify overseas military ballots!

Mark Herron, a Tallahassee lawyer helping shepherd Democratic
presidential election lawsuits through the local courts, sent the
five-page letter to Democratic attorneys across Florida giving
them tips on how to lodge protests against the ballots which
heavily favored Republican George W. Bush.

Bush comfortably won Florida's overseas absentee vote by 1,380
votes to Vice-President Al Gore's 750 but, after vigorous
challenges by Gore canvassers, 1,527 of the postal ballots, many
of them from soldiers and sailors on active service, were
rejected using Herron's bluprint.

Gen Norman Schwarzkopf led Republican condemnation of a five-page
guide which advised Democratic tellers how to raise objections to
the postal votes.

He said: "It is a very sad day in our country when the men and
women of the armed forces are serving abroad and facing danger of
a daily basis . . . and are denied the right to vote for the
president of the United States who will be their commander in
chief."

The 5-page memo as obtained by the DRUDGE REPORT:

Date: November 15, 2000 To: FDP Lawyer From: Mark Herron

Subject: Overseas Absentee Ballot Review and Protest

State and Federal law provides for the counting of "absentee
qualified electors overseas" ballots for 10 days after the day of
the election or until November 17, 2000. Sections 101.62(7)(a),
Florida Statutes defines as "absentee qualified elector overseas"
to mean members of the Armed Forces while in the service, members
of the merchant marine of the United States and other citizens of
the United States, who are permanent residents of the states and
are temporarily residing outside of the territories of the United
States and the Districts of Columbia. These "absent qualified
electors overseas" must also be qualified and registered as
provided by law. You are being asked to review these overseas
absentee ballots to make a determination whether acceptance by
the supervisor of elections and/or the county canvassing board is
legal under Florida law. A challenge to these ballots must be
made prior to the time that the ballot is removed from the
mailing envelope. The specific statutory requirement for
processing the canvass of an absentee ballot including of
overseas absentee ballot, are set forth in Section 101.52(2)
(c)2. Florida Statutes:

If any elector or candidate present believes that an absentee
ballot is illegal due to a defect apparent on the voter's
certificate, he or she may at anytime before the ballot is
removed from the envelope, file with the canvassing board a
protest against the canvcass of the ballot specifying the
precinct, the ballot, and the reason he or she believes the
ballot to be illegal. A cahllenge based upon a defect in the
voter¹s certificate may not be accepted after the ballot has been
removed from the mailing envelope.

The form of the voter¹s certificates on the absentee ballot is
set forth in section 101.64(1), Florida Statutes. By statutory
provisions, only overseas absentee ballots mailed with an APO,
PPO, or foreign postmark shall be considered a ballot. See
Section 101.62(7)(c). Florida Statutes. In reviewing these
ballots you should focus on the following:


1. Request for overseas ballots: Determine that the voter
affirmatively requested an overseas ballot, and that the
signature on the request for an overseas ballot matches the
signature of the elector on the registration books to determine
that the elector who requested the overseas ballot is the elector
registered. See Section 101.62(4)(a), Florida Statutes.

Campaign 2000 took an aggressive turn this week after Gore
campaign operatives began questioning Green Party presidential
candidate Ralph Nader’ s sex life, the DRUDGE REPORT has learned.

"Look, he’s never been married." one Gore operative whispered to
stunned reporters earlier this week. "Who is going to be sleeping
in his bed at the White House if he’s elected president? I‘m
interested. Aren‘t you?"

The whispering campaign comes as Nader, 66, appears to be taking
support away from Democratic hopeful Al Gore in key states.

"This is the last act of a desperate campaign!" a Nader insider
said late Wednesday. "If this does not open the eyes of the
American people, nothing will. These people will do anything to
keep power."

A senior Gore official, who spoke on the condition of anonymity,
blasted the whispering campaign. "If anyone is caught doing this,
they will be fired immediately!" the official told the DRUDGE
REPORT from Tennessee. "Who’s ever doing this should knock it off
-- and knock it off now!"

The SAN FRANCISCO CHRONICLE advanced questions about Nader’s
private life after California state Assemblywoman Carole Migden
raised the issue in an interview.

"Of course, I don't necessarily have that information, and I
certainly don't want to say anything libelous or unreasonable,"
Migden said in an interview with CALIFORNIA TRIANGLE magazine.
"All I'm saying is that we believe he has strong ties to the
community -- and has for years -- and hasn't been forthright
about it."

Nader told the CHRONICLE that he was appalled that an elected
official like Migden would even bring up the subject.

"I've spoken out on gay and lesbian issues way in advance of Al
Gore," he said, adding that -- unlike his Democratic opponent --
he supports both civil marriages and eliminating the "don't ask,
don't tell" policy for gays in the military. "But the answer to
her inference is no."

ABC NEWS SPIKES STORY ON LIEBERMAN; SENATOR PRESSURED STUDIO NOT
TO RELEASE FILM

Producers at ABC NEWS spiked a story this week that was to reveal
details of how Sen. Joseph Lieberman's pressured a Hollywood
studio not to release a film, the DRUDGE REPORT has learned.

According to sources, ABC was set to report that SONY
chairman-CEO John Calley received a phone call in April of 1999
directly from Lieberman who expressed serious concerns that the
studio was opening the horror movie IDLE HANDS in the wake of the
Columbine High massacre.

ABC NEWS reporter Brian Rooney locked down the story for ABC
WORLD NEWS TONIGHT only to have is spiked by ABC suits, according
to sources. ABC is owned by the WALT DISNEY CO.

"A sitting United States senator, who is now running for vice
president, calling a studio head and giving artistic advice on
when and how to release a film? You bet we thought that should be
reported," a frustrated network source explained late Thursday
from Los Angeles. "But network executives, apparently, think
otherwise."

When asked by ABC NEWS if he placed the call to SONY, Lieberman
said: "I don't recall."

When Algore brought his family into the convention, he was saying,
"Look, I'm not a tree. I've got a wife and some wonderful children, just
like you. I can kiss Tipper passionately and I even make toast for my
daughters---with lots of butter." He said these things to acquire votes.
When a politician says he has done such a good job raising good kids,
and then it turns out not to be entirely true, it is a valid response to point
this lie out.

One thing I am curious about is: I thought a Secret Service agent was
supposed to be present with the veep's children.

  I wonder if any of this story will make it to the morning talk shows today.

  I remember reading in TAS that Gore's son was kicked out of school for
  smoking, but don't think it was tobacco.  He had to switch schools and
  attend 8th grade at another exclusive boy's school.  TAS is the only
  publication where I saw the story.

  I was under the impression that all the VPOTUS kids had SS
  protection ... not just for their own sake but, more importantly,
  to prevent the occurrence of a hostage situation which would be
  very hard for a president or VP to deal with rationally.

  Where was the SS when this happened?  Snoozing in the back seat?

  -- I called the local SS field office in San Francisco just now and
  asked how this could have happened if they were protecting the lad.
  They hung up on me!

CLINTON PENIS SPEAKS, ESZTERHAS UNLEASHED; WHITE HOUSE ‘FURIOUS’

"He’s trying to muzzle Willard.  I thought it was only fair that
Willard finally be heard, especially since so many people have
seen him.  Mr.  President, Free Willard! Let Willard stick up for

That’s author Joe Eszterhas’s response to the DRUDGE REPORT’s
exclusive that President Clinton is angry at his book AMERICAN
RHAPSODY in which Willard – Clinton’s name for his penis –
speaks!

But now, in an excerpt from the book obtained by the DRUDGE
REPORT, Willard says:

"Billy doesn’t love Hilla the Hun.  He never has.  He loves me…
Billy’s worked me hard my whole life, but I’m not tired.  I’ve
never been inoperative.  I’ve always had a lot of get-up-and-go…
The attention he pays to me is nice.  Nurturing.  Enabling.
Empowering… I’ve seen almost as much sunshine as Billy.  I’m an
overachiever who’s been externalized with an air of grandiosity."

A senior White House aide, who was read excerpts on Friday,
blasted the project.

"This is way out of bounds.  Outrageous!" declared the aide.
"The president will not be amused...  the publisher should be
ashamed.  Why humiliate the first lady?"

Comedian Bill Maher, who recently hosted a fund-raiser for
Clinton, will play Willard in NEW MILLENNIUM’s audio presentation
of the book, the DRUDGE REPORT can now confirm.

President Clinton has privately expressed disappointment in Maher
playing his penis, the senior adviser said.

"It’s just something we’d rather not have in the stores," said
the aide.  "We’d hope everyone involved would show taste and
discretion."

But these final days of the Clinton presidency are difficult for
Willard, according to Eszterhas’s book, set for release July 18th
by KNOPF.

Willard, as reported by Eszterhas’s book, feels wistful about
Monica Lewinsky.  "Had it all turned out differently," Willard
says, "I could have had a lot of fun with her.  Gennifer Flowers
in training maybe.  She was a young woman with great
interpersonal, inappropriate potential."

Eszterhas is set to appear on NBC’s TODAY show the day RHAPSODY
is launched.  But producers will ask the author not to reference
Clinton’s talking penis, according to network sources.
