Was this perhaps just a simple oversight? Or was there another reason
for it not being applied?
Thanks.

From the information you provided so far, it looks to me
like you installed initially some things as Administator
and subsequently some others as fish.
Correct. Is that not allowed?? Would that cause problems? (and if so
scenario[1] you or
anyone else would like me to try in order to try and get to the
bottom of this issue, I'd be more than happy to do it.

Yep. :(
In addition to the properties menu, you can quickly
visualize permissions with the Windows cacls program.
Output attached.
Any help/insight you or anyone else can provide would be much
appreciated.
Thanks.

In your case, it looks like some directories (like /bin)

Could some kind soul out there help me to understand why
*SOME* type of public permissions set is [apparently]
required by Cygwin? (*nix?)
Thanks.
I thought Pierre did a rather good (good? I mean
version it offers is the current 1.5.3-1 version which I
don't want. I want to be able to download, say, the 1.3.22 I'm using.
Don't you (or SOMEONE) maintain an archive of older versions somewhere
where I can direct users to?
Thanks.
