publications. I wish to digitize them as a public service. I found that the

While we do not have "conscience votes" in Indian legislatures, that is one
factor amongst a few related issues that results in the fact that recorded
votes are generally not a rule. Most votes on matters in Parliament tend to
be a voice vote, with divisions rarely called - and the
deterioration/further partisan positioning of speakers and presiding
offices resulting in even fewer acceptance of division requests recently.
The Indian Parliament is definitely one of the more striking examples
amongst national parliaments for that.

That said, I wouldn't say that MP behaviour, interventions in the house do
not form a component worth studying in order to understand their behaviour.
Even looking at the range of interventions they make provides a useful
sense of the issues they do raise in parliamentary questions, interventions
(and who they join together in such interventions and on what topics,
including constituency issues), as well as the private members bills that
many MPs file, even though they know the chance of such bills being
accepted for introduction, let alone later debate and enactment, are loaded
against them. The PRS MPTrack tool for each MP is quite useful in that
regard as an opening sense of that as Shiv mentioned. It does require more
careful analysis and a recognition of the multi-tiered reasons that might
motivate an MP (asking a question on a stalled project is often a
reasonable tactic for an MP belonging to/allied with the ruling coalition
if they believe they have limited inroads to the executive branch
ministry/agency concerned, whereas opposition MPs would perhaps be more

released on their parliamentary activity and what the press may be saying
on them as a result of that (again, the context can vary based on the
political affiliation, political situation of the MP and the wider
government-legislative relationship on that issue or person).

For most subject specific study, people use the initial data released by
the houses of Parliament and compiled by PRS, and then go deeper into the
text of the actual questions asked, answers received, transcript of house
proceedings (because the summarisation often misses key important
telltales, trends for lawmaker activity).

I would encourage you to speak to the teams at PRS, who can share what of
their own datasets are available and the best way to understand lawmaker
activity, trends based on that data. [happy to connect you if helpful,
though some may already be on this list]

Many years ago Henry Hart interviewed many MPs in the Indian Lok Sabha. 
Since there were no interesting differences in voting behaviour, he 
concentrated on the different ways they related to their constituents:

Hi everyone,

Hope everyone is doing great. My name is Ryu - I am an economics PhD 
student at Northwestern University. I am looking for data that help me 
understand the behavior of MPs and/or MLAs once elected. I wonder if any of 
you are aware of any datasets that would be relevant. Does anyone know, 
say, if there are any digitized or archival records of how each state MLA 
or MP cast a ballot for each legislation in the assemblies? I would really 
appreciate it if you can kindly let me know if there are any datasets that 
can help me understand the behavior of Indian politicians. 

I am aware that the MPLADS data (which Professor Francesca Jensenius 
compiled) as well as the Question Hours data from the Trivedi Center are 
out there. If anyone knows any other datasets (even undigitized records 
would be helpful), please let me know! Thanks so much in advance!

Regarding schooling and educational outcomes, the below 2 datasets might 
work as a starting point:

The National Achievement Survey (NAS), by the Ministry of Education, for 
assessing educational outcomes. The previous 2 surveys were done in 2017 
and 2021. There is national/state/district level data for school 
participation, performance and learning outcomes. These reports can be 
found on the NAS site: https://nas.gov.in/report-card

The Annual Status of Education Report (ASER), done annually and targeted at 
rural India. They have extensive documentation of the data collection 
process/methodology. Unfortunately due to the pandemic, 2020 and 2021 had 
to be done as phone-based surveys, unlike other years' which are field 
surveys. All the reports (2022 being the latest) can be found on the ASER 
site: http://www.asercentre.org/Keywords/p/407.html

Some of ASER's raw datasets, seem to be up on GitHub already 
(https://github.com/PrathamOrg/ASER-Dataset), but reaching out to the folks 
at ASER directly would probably be the best way to get the latest raw 
datasets.

I suppose you can get this data on UDISE+ dashboard <
https://dashboard.udiseplus.gov.in/#/reportDashboard/sReport> at district
level. In particular, check table no 4002 or 4003.

You can also get school wise grade wise data from individual school report
cards, someone has to write a script to mine that. But getting the stream
wise classification is difficult unless you can identify the stream from
the school's name.

And I guess someone from this group has already prepared such a dataset and
shared it. Kindly go through previous mail.

I am looking to collect the following data:

1. No of girls in Arts, Science, Commerce in Class 12th
2. No of boys in Arts, Science, Commerce in Class 12th 

I know that this data is collected in DISE but its not made public (at 
least to the best of my knowledge). Is it possible to obtain this through 
DISE at the school level? 
If not, how can I get these numbers at the district level (in case school 
level is hard to get)? 
I am looking for a time series from 2005 to 2015.

Please suggest if RTI could be a useful option or not and if so, whom to 
direct.

my default choice before. :)

Hi,

Is there anyone out there cataloguing deaths in India caused by lockdowns?
At some point we ought to ask which one kills more people, right?

Undiagnosed and untreated cancer, chronic illnesses, heart attacks,
malnutrition due to no money in pocket or due to unavailability of means to
get care to those that need it : these are caused or exacerbated by
lockdowns. Suicide and alcoholism owing to 21st century untouchability
practices as well (aka social distancing).
Aside from locking up the population in tiny houses with poor circulation,
and having everybody congregate in a few places during limited opening
hours for essentials - which are fantastic ways to... do what, who knows.
Also, here in Pune all flat owners have been hit with Rs.5k or more
"scrapping of concession" in property tax - Increased taxes along with
decreased or halted income will be another long term side-effect of
lockdown solutions passionately advocated by people who only have hammers
in their toolboxes.

Anybody keeping counts on lockdown induced deaths? Or is the maniacal
PCR-positive numbers chase months after even WHO (and scores of sensible
doctors before them) had announced that they're unreliable and must be
accompanied with clinical diagnosis confirmation to qualify as an actual
case, the only game in data-town?

judicial data?*

Some context to the use of captcha wrt. judicial data in India.

Amongst other common law countries (US, EU, Australia, UK); *India is 
unique* is using a captcha.

Some reasons I attribute for this are (in random order):

   1. Prior well developed relationships with digest publishers
   2. Inability to understand the rationale behind open judicial data
   3. Security measure (not certain about this, as other sites do not need 
   it)
   4. Secrecy over existing court practices

Whatever might be the cause, there are very significant real world 
consequences to the sub-par working of Indian courts, extending beyond the 
litigators.

The Economic Survey for year 2018-19 carried a full chapter

The purpose of captcha is to keep out automated scraping.
By defeating that purpose, we trigger a nuclear arms race which will end in 
one of these outcomes:
- The institution will (at great cost) achieve a way to effectively make 
scraping impossible.
- The institution shall shut down its public information portal and declare 
that please use offline methods.
- The institution shall push for government to hunt down and prosecute 
those who scrape it and will "make an example" by destroying some peoples' 
lives.

Just sharing the logical conclusions for your kind consideration.

In one scraping activity in the past I had followed a hybrid approach : 
Through automated keyboard strokes, I could automate everything upto the 
captcha stage, then I could type in the captcha manually, then start off 
another set of keystrokes. It sped up the process by a lot.
I was using "AutoHotKey" in windows years ago; there have been a lot of 
innovations since then in this kind of automating. This approach is also 
subject to its own arms race of course, but less chance of going nuclear, 
because with this you're not crashing the institution's servers.

So the link you are sharing can be worked around with Selenium I believe.
One complex challenge you'd face would be to decode the captcha everytime
and send it back correctly.

The way I solved it for one of my work projects was to download captcha
image everytime and pre-process image and OCR it to get a result. Got to a
level where 9 out of 10 requests worked perfectly. But another option we
tried was to go the way of Deep Learning and train a model to recognize and
classify text letters. Which took longer but still worked good enough.

P.S - Form can easily be filled with Selenium. Captcha and the next steps
might be another challenge.

There are cases where the rebel MLA will do invalid votes on purpose
instead of voting along party lines or against the party.

two things:

[datameet] Data in English on discussions in State Assemblies

Hello,

I have found that there is no record of voting by MLA since most votes are 
done by voice. However, is there any proxy you have found such as using 
transcripts of meetings where specific laws/motions were discussed? Are 
such transcripts available in English by any chance, even if it is only for 
some states? 

I found, for instance, that someone did this word cloud with text from 
debates in some assembly discussion:

How I could get that sort of raw data for state assemblies is my question.

officers in the Lok Sabha elections. As far as I know from Compendium of 
Instructions 2019 Volume-I pages 127 to 129, there should be the lists of 
information about the polling station officers such as name, sex, place of 
residence, workplace, home constituency, designation, 
office/department/institution they work, polling station that they are 
assigned to, and the other team members (as each polling station gets a 
team of officers). This data should be stored electronically, probably at 
the district election offices. Any information about this data would be

[datameet] Data sources for Land cover and Soil type

Hello,
Does anyone know any open sources readily available for downloading GIS
data for
a. land cover and
b. soil type
I need these for Godda District, Jharkhand.
For land cover, I checked Bhuvan's portal but couldn't find downloadable
data. It can be used as wms layers in qgis, but that won't help the
analysis case I'm looking at. I also saw some MODIS data for land cover of
500m res but the raster is in HDF format and I am facing projection system
issues with those datasets in QGIS.

For soil type, I went through https://www.nbsslup.in/ but couldn't find any
downloadable datasets.

Can anyone help? Thanks.

But i need it further more divided within the area(eg:

Hi Shruti,

If you're using GIS, you could do some form of areal weighted
reaggregation. This would give you an *estimate *of the census attributes
(for example population) in each ward scaled based on the ratio of the
different polygon areas.

Let me know if that kind of estimate would work and I can walk you through
the steps in GIS. Feel free to email me separately as to not bombard the

constituencies in Hyderabad district. However, the wards in the census data do 
not match those in the delimitation notification. Any suggestions on how I 
could resolve this would be very helpful.

[datameet] Data regarding subsidies in India

Hello All,
I am a postgraduate student of Economics and have been working on a project 
involving subsidies in India. Do any of you know where I can find the data 
for year wise expenditure on subsidies by the central as well as state 
governments? Getting the data for the different components of the subsidies 
would be an added bonus.
