Fedora's dbus package has an XSLT to generate a devhelp index for the
dbus documentation. Sebastien recently integrated devhelp support into
the ubuntu dbus
It's debatable which package is at fault, but it's definitely
unacceptable to just reassign the bug without a single line of
explanation.

sorry, there's a small glitch in the patch I attached: the clean rule
in debian/rules should rm -f dbus.devhelp, not debian/dbus.devhelp.
