That means, do_IRQ can't be called on the same CPU before previous
invocation returns. So multiple levels of hard-interrupt contexts
just can't exist.

pyslide will fail to work without it (See: #468610 and its followups
where I asked for help and other things). I have failed to contact or
got any feedback from #540475 submitter and no luck
