Just as another point of data, editing
~/.local/share/radiotray/bookmarks.xml by hand and replacing the ASCII
name with the narutal Cyrillics (in UTF-8) makes radiotray show the
name ok.
It is interresting that editing an entry (both ASCII-only and UTF-8
one) via the built-in dialog now works
