I am not sure that this was a wise move. apt is an essential
package. Its dependency upon gnupg made this tool de-facto
essential, too. Up to Jessie it was always installed. With
Stretch this became unreliable.

note that /sys/kernel/config *is* mounted early at boot time.
Its just not available yet.
Maybe the LSB header is bad, or the timeout in rtslib-fb-targetctl

but many binary packages are still missing, esp. for amd64.
Other platforms look fine.
