After 2 days of banging my head on this I finally narrowed it down, the issue her tis ruby-devise. If I roll back to ruby-devise_4.1.1-2_all.deb this issue is gone and gitlab starts without issues. Something in -3 breaks gitlab. Can this ticket be redirect to ruby-devise team?
