It should have. ifplugd would've just done an ifup at this point in
time. It is possible that ifup was done but the switch did not
respond to the DHCP request.
Can you send across the logs if this problem is still reproducible?
/var/log/messages is where you'd hav
ally want to remove it from
HOTPLUG_INTERFACES in /etc/default/ifplugd (you can also reconfigure the
ifplugd package).
