Currently packages that use cdd-dev will not build when they are
targeted at an Ubuntu release in debian/changelog as there are
no sources.list files shipped for those versions.
I don't want to add these so that we can fork packages such
as

Thank you for your report. A new version of apt-file is available in
testing and unstable, 2.1.0, which does not have this behaviour with me.
