We have the same problem, aand investigated a bit:
Running Firefox or Thunderbird as en_US.UTF-8 allows us to print double
sideded, however, this changes the paper format to Letter.
Duplex printing fails with other locales, e.g. de_DE, fr_FR or en_GB.
