gpsd's service library libgps got a bunch of API and ABI changes, so it
needs a transition from libgps19 to libgps20.

Btw, there is libqgpsmm now, wchich should make it a bit easier
to connect to gpsd from QT based applications.

Hi,
gpsd works just fine without netbase being installed and should therefore not
depend on netbase.
the gpsd init script requires $network to be started before gpsd starts, so I
think this dependency is right. Feel free to prove that I'm wrong :)
