You can try to decrease the size of that file by decreasing the
MaxClients setting of your MPM (most probably apache2-mpm-prefork or
apache2-mpm-worker).
It's apache 1.3 with a standard debian configuration (upgraded from
sarge). So I thought it's

etch without any warning.
The upgrade script should warn you about the changed behaviour or even
better ask to automatically add an access log entry if no explicit entry
Same behaviour here, bindgraph stopped displaying any graphs after
the upgrade from sarge to etch.

Since the purpose of this package is to display bind usage graphs
not displaying any graphs in the web page makes the whole package
unusable. So 'grave' was the correct severity.
