The problem on debian is that they're using a verison of libupnp that has
version number v1.6.17 but has been patched to comply to function prototypes
of version 1.8 (I hope I'm ok with version numbers). So using an ifdef on the
version number

This is either a problem in the upstream code or with compiler flags on
the buildd.
I don't think we should work around it in the package but fix the root
cause instead.

I have also found a similar bug (#692828), which comes from a cairo
bug. Can you test again your bugs against cairo 1.12.4-1 (from
experimental) to see if cairo is the guilty here?
Still we need to check if patches linked to #692828 are enough for
your bugs also.
