Well, mine is not a custom build of compiz, but the stock compiz in Debian
testing.
Yet I see the problem and Have worked around it by modifying the schema in
glib.
Are you a Horta, or is your silicon nature that of an electronic kind?

/usr/share/glib-2.0/schemas/org.gnome.metacity.gschema.xml does allow
gtk-window-decorator to run.
