Creo que esto sucede cuando la conexión wifi se cae y al restablecerla
(ifup wlan0=wlan0-casa) deja de funcionar el acceso al localhost, más no
así el acceso a internet. He intentado reiniciar el servidor apache,
pero no hay manera
Que te dicen los logs cuando intentas un reinicio de apache??
Comprueba los logs de apache que estaran en /var/log, sobre todo los
mensajes anteriores al momento de la caida, quizas encuentres
informacion interesante que te pueda ayudar a saber el porque de esa caida.
Lo único que veo un poco sospechoso es esta línea:

ændre hosts-filen fra localhost 127.0.0.1 til pcnavn 192.168.10.1. Som
man alligevel burde hvis maskinen ikke kørte dhcp...
Det har faktisk fjernet de 5 sekunders ventetid, men kan jeg komme op og
slås med noget? Pc'en står som FireWall,db,www mailserver. Så

I don't think this is fixable on this system for some reason. So

That seems like your networking setup is broken, or you have a firewall
which drops packages. If networking was OK, and no server process was
listening on port 631, you would get the following error
and the hostname:
|- 192.168.xxx.yyy ariestao
|- (adjust 192.168.xxx.yyy to match your actual IP)
|- Check again with ping afterwards.
