Try turning everything off in Group policy and the user interface
that you can find to do with security, user passwords, logon etc

I think that I found the culprit - Google Chrome. When it is running the
app doesn't appear outside or inside the IDE. When it isn't running then it
appears. Can't believe I've spent 12 hours dealing with this because of
Google/Vista ugh

Do you save and restore the last positions of the windows?
I've fallen into the trap of having left or top positions outside the
screen on start up.
Also, what code are you using to start the other programs? Can you start
them manually?

Use a beta if you're willing to contact them with any issues you find
and won't get upset if issues arise, otherwise use the latest stable
version.
Stable versions are generally very good.

the only reference I can find is a comment I saw somewhere that Delphi
2007 compiler doesn't handle variables in the search path. ?? not sure
