The workaround is simple. Edit the file ~/.config/autostart/nice.desktop
directly (the file might be called different when viewed with nautilus,
like No name).
Now everything is like normal and next lines with both work:

Volume 0 is the same as mute. If it is not now, then it should be.
Clearly, gnome people understand this: if the volume is zero they show
the muted icon.
That said, feel free to reopen bug 24090. You may also ask directly to
GNOME people
I have permanently resolved this issue (for myself) by creating new
replacment panels and dragging all old launchers to the new panels and
removing the old (and now empty) panels.
I can now logout and back in and everything works as expected.

I have to agree with Daniel about this not being a kernel bug. This has
to be a mixer problem. If putting both Master and PCM at zero mutes, it,
but leaving one on zero and the other not, doesn't mute it, then that's
a mixer logic error.
Also, if gnome assumes zero is mute, then maybe gnome

All the read errors are not related to this bug, I tried to copy some
files from a scratched DVD.
Also note it is possible to mount CD/DVD manually (from terminal or via
'Computer' and 'CD-ROM 1' - mount). The name of DVD drive used to be
more specific in 'Computer' as well ;-)

One more thing that came to my mind. It is possible this automount and
correct recognition has stopped working after using DVD-RW drive in
drive dock (Dell Latitude D610) for two days instead of my own DVD-ROM
drive.

I just (mid August '06) auto-upgraded to Dapper from Breezy.
I encountered the same problem on reboot.
The workaround provided by Nathaniel B. Jayme above worked for me.
This is a serious problem for anyone upgrading from Breezy to Dapper
with smbfs mounts in their fstab. Please fix!
I want to clarify and give credit where it is due; the full workaround
using rc.local was proposed by mambro and then further detailed for us
less skilled users by Mr. Jayme.
