This is still a bug. Much like Yionel I had to kill everything related to telepathy/keyring/empathy and then when I restarted empathy it worked. I have this issue since I upgrade from 12.10 to 13.04. Right after that ICQ stop working on empathy so I descided to remove and add the ICQ account again - that should do the trick. But my plans have been thwarted by those empty dialog ;-). Hi, I have the same bug Platform : Guest Ubuntu 1304 x86 VM virtualbox on host Windows 7 x64 all up to date yionel@ubuntu-guest:~[230] [09:43:48]$ empathy (empathy:3714): empathy-CRITICAL **: empathy-utils.c:562: empathy_account_manager_get_accounts_connected called before AccountManager ready (empathy:3714): folks-WARNING **: Failed to reach quiescence normally (1 backends and 0 persona stores still haven't reached quiescence). Forcing IndividualAggregator quiescence due to reaching the timeout. So with sudo htop, I removed all daemon/programs connected to telepathy/keyring/empathy :-) I restart empathy and it works :-) Perhaps gnome-keyring-daemon ? I also have the same issue since around 2 days in 13.04. ICQ stopped working in Empathy and after removing the ICQ account in Online Accounts it was not possible to add it again. I don't know if this is of relevance, but a few days ago (max. 2-3) I was able to add ICQ to my Online Accounts.
