Tried doing it with changing locale again. After adding the accounts in
English locale, and returning back to Turkish locale, previously added
accounts continue working. The problem is only with the initial
authentication step.

I have a good faith belief that this is a bug in Simple Scan and not in
sane-backends because I actually tried with xsane and it worked there -
