When the laptop starts then i can not turn bluetooth on, it remains off.
To make bluetooth work i need to disable wifi and bluetooth hardware for
a few minutes then enable it. 90 percent time it works. if this didn't
start the service then enabling and disabling airplane mode

Same flickering effect for me on groovy. I don't know which packages
got updates back then. As for now, I run 5.8.0-50 and don't have older
kernels. The videocard is this:

Yes many other applications are opened when I'm trying to open libre office.
I've ubuntu on my laptop which is 64 bit, I have no other laptop which is 32
bit.
