As per title, when opening this fairly large PDF (attached) Evince will
only allow me to zoom as far as 17%. Can't go anything above that, much
less displaying full-size.
This isn't a bug in Poppler, as other software which uses poppler is
able to display it as normal (e.g. Z
I have this issue too. It is not a bug with poppler, as other poppler
based pdf readers like Zathura can handle it perfectly.

This is gone in both Debian Sid and Yakkety. In debian, they have
integrated this into the libreoffice source, which now provides the deb
libreoffice-nlpsolver which used to come from nlpsol
