Sorry for the late reply because of busy.
Due to the missing of file /var/log/messages, I edited the file
/etc/rsyslog.d/50-default.conf. Then, I rebooted my computer. After
reboot, the file /var/log/messages appeared.
Then, I reproduced the problem without using the workaround I stated in
#9.
Hmm... Looks like the SelfConfig service does not start correclty. Can
you attach /var/log/messages right after reproducing the problem?

As requested, I installed ecryptfs-utils through Synaptic Package
Manager and then rebooted my Xubuntu. Same problem occurred.
Zipped the new log files (stb-users.log and users-admin.log) and re-

uploaded users-admin.log. The previous attached users-admin.log has been
deleted from this bug report. Please use the new one uploaded here.

Before, I missed the command sudo killall /usr/bin/perl; sudo
/usr/share/system-tools-backends-2.0/scripts/SystemToolsBackends.pl -m
UsersConfig -v ~/stb-users.log.
