/GC performance. IIRC, when I was looking into codahale at LinkedIn,
I remember it having quite a few memory management and GC issues while
using histograms. In comparison, histograms in the new metrics package

we'll want to integrate the backoff calculation with that
algorithm

I've added asserts to the SimpleFetchTest to count the number of fetch
requests. I'm going to file an additional jira to add unit tests for all the
BrokerTopicMetrics updated via ReplicaManager
