Solr project migration kick-off

Hi,

Now that Solr PMC is established, we can continue working on all the tasks in 
this migration.

We have a Confluence page at

overall planning.

We have umbrella JIRA issues:
Solr: https://issues.apache.org/jira/browse/SOLR-14497 "Migrate to the Solr TLP"
Lucene: https://issues.apache.org/jira/browse/LUCENE-9375 "Post Solr TLP move 
cleanup tasks"
Please help define and create relevant sub tasks for each of these

This email is to kick off this work. I hope many of us will pick up and "own" 
various sub-tasks and contribute to a smooth transition.
Most of the work can be coordinated in JIRA. I have also created slack channel 
#solr-migration for this purpose.

As PMC chair I'll primarily focus on tasks like creating repos, mailing lists, 
resolving questions with the board etc.
To get started I have assigned myself to SOLR-14499 and will start ordering the 
solr-site git repo.

Congrats everyone with this first milestone!

PS: New contributors are welcome to help, you don't need to be a committer!

Re: Random disabling of asserts in tests is not working

FWIW: I don't remember it ever being randomizable -- because it has to be 
set as a commandline arg on the JVM.  Users have always been able to set 
it to either true|false from the ant/gradle command line however (maybe 
Mike was thinking of jenkins jobs that randomize it? ... i thought uwe's 
jenkins box use to randomize it as part of the VM randomization but I 
don't think that's currently true.

As to the second part of your question, I found it confusing to have two 
states, and if the individual states have meaning, then I want to make sure 
that issues are all in the right state, and if not, try to get them there.

At times in the past (maybe still) there have been lots of issues with a 
released fix version which are marked as Open, Reopened, or Patch Available. 
It’s just not a thing we monitor or correct very comprehensively so those 
issues are very likely still open and should not be closed.

To be sure a bulk edit such as this does not close things that should really be 
open, the query should stick to things that are marked Resolved only.

You may enjoy using JiraSearch for this kinds of things, it has a very
nice "Updated Ago >x", and "Last comment user" facet and 'shift-click'
multi-select on status:

near top-right area of the screen and select "screen" or "1000" and
that's the beginning of the process. Makes sure to unselect "notify
everybody" box on the last (2nd last?) screen or a lot of people will

reopen/revert). So, it may be better to focus on a very small, clearly
"done" subset and/or leave quick notes "can this be closed" with a
follow-up to close.

I’m still learning my way around JIRA, and I was looking for a Solr JIRA that I 
swear I had seen open recently.   In trying to query for open/active JIRAs, I 
crafted this query, which returned a lot of tickets that I *think* should be 
CLOSED at this point:

https://issues.apache.org/jira/browse/SOLR-13394?jql=project%20%3D%20SOLR%20AND%20status%20in%20(Open%2C%20Reopened%2C%20Resolved%2C%20%22Patch%20Available%22)%20AND%20resolution%20%3D%20Fixed%20AND%20fixVersion%20in%20releasedVersions()

There are 1102 tickets that appear to be old dealt with tickets and should be 
CLOSED.

I wanted to point that out, and see if someone could move them to CLOSED, or

I’d like to inform folks that the ASF board has approved the resolution to
create the Solr TLP (Top Level Project).

We are currently working on the next steps but would like to assure the
community that they can continue to expect critical bug fixes for releases
previously made under the Apache Lucene project.

We will send another update as the mailing lists and website are set up for
