At least a few of those (Steering, federations) were put in the "internal"
namespace to work around Comcast specific issues. I don't know that I like
the idea of duplicating routes, if anything we should see what is impacted

I spot checked a few files that were missing license headers in RC4 and the

Fair enough. I agree we should use natural keys. To me the ID thing is
something internal to the DB that a client should not have to worry about.
I can update the Traffic Ops client to support using IDs and keep the API
as-is.

I think we need to include a source tarball that contains the project name
and "incubating" (e.g. traffic_control_incubating_1.8.0_source.tar.gz).
We can also include the RPMs but we should note that they are for
convenience only and therefore they shouldnt need incubating in the name.
