There is an error when configuring APR 1.3.2 on my PC.
Here you are what it happens:

I downloaded the latest snapshot of APR and I fixed it under Mingw+MSys.
Description of changes:
(1) libtool does not work if $top_builddir is undefined.
(2) I cannot really understand why the configure script made this crap:

Next, I also tried to build APR-UTIL and I discovered that it was not able to
create DLL (shared version) of the library.

I submitted a patch that fixes Mingw support for APR and it adds shared
libraries support too (in other words, it can generate DLL now).
I believe it is under evaluation.
APR-UTIL needs a fix too, but unfortunately as I wrote in previous email I got

build/apr-hints.m4:

after some work I made a fully working port.
This patch includes the fixes in my previous (uncommitted) patches with newer
ones.
I did a checkout of the very latest SVN tree and I ported my changes on those
sources.

I believe that APR was never supported very well on mingw+msys. At least, it
was not in the last two years since I'm using it.
But hopefully (evidently, you have not checked APR carefully enough!) a full
mingw+msys port already exists in bugzilla:

you may try to get latest sources with a checkout from repository and then try
to apply this patch:
