You can download Commons Daemon 1.2.1 and rename the 32-bit version

Note that Tomcat is not officially supported on Windows XP now that Microsoft
have ended support for XP. That said, you should be able to use Tomcat9.exe
from 9.0.22 as a workaround.

I've made some progress. This issue is only observed with 32-bit JREs. I've
