If I understand it correctly, the PAX modes do use the Olivia 8 tone modulation form. The difficulty that I see is that in order to get a useful throughput (and even PAX2 is not all that fast) the baud rate is very high at 125 baud. Too high for difficult conditions on HFespecially on the
