With a bit more troubleshooting, it appears the issue may be related to
Vortexbox version 2.4 (which is based on fedora 23). With LMS 7.9.1 on
the VB 2.3, IRBlaster still works. The same LMS version on 2.4 does
not. Again, the Touch is sending IR commands. The IR emitter flashes.

Yes to Apple & Chromecast versions if the newbie has either device.
Upnpbridge is a bit more fiddly and can be a pain to get working if you
have an obscure device.

I use (and strongly recommend) Rasplex on a Raspberry Pi. There are
instructions for installing Squeezelite on it, which gives you the best
of both worlds. You can even use different audio outputs, like HDMI for
Plex and a DAC for Squeeze.
I use a Roku stick plugged into a TV along with Plex, which is running
with LMS on a Fedora based VortexBox. It streams movies wirelessly from
a headless server in the basement.

I restored a virtual machine image of Thursday 20-10-2016, before
updating Logitech Media Server. It's now running Logitech Media Server
Version: 7.9.0 - 1475786002 @ Thu Oct 6 20:42:25 CUT 2016. Everything is
running smooth again, no more errors in the windows event log, no more
Spotify errors.

No, it happens on local tracks, I wasn't using Spotify. However it looks
like the Spotify daemon crashes LMS completely. After removing Spotify,

And while 7.9 is 'beta', it is rock solid with many nice features over
the earlier versions. Should be no problems with plugins.
