It is mp3 whereas the Windows software streamwhatyourhear.com produces a
PCM/WAV stream.

I can't help thinking that this would be a lot easier with a traditional
amp with multiple switchable inputs than with HiFiBerry Amp. Yes you
could get WAVIN working if you added a USB ADC/DAC to the Pi but the lag
from a TV would be unworkable (unbearable).

If you are going for as professional as possible install then you might
want to consider using a wall mounted tablet and the Material apk
instead of Pi / Jivelite screens. This has the advantage of being able
to undertake other tasks as well as controlling LMS
