have you considered fail2ban? It can do things like block an IP after
10 downloads in a 5-minute moving window (usually based on access
logs) using an iptables rule.

I needed to completely rebuild DSpace and cleaned out everything and
started from scratch (with new versions of Java, Apache- Ant, Maven and
Tomcat), DSpace 3.2 (not ready to upgrade to 4 yet).
Somehow I got a blank collection (2) and the collection I wanted (3).

ant fresh_install.
All old is gone, all new is what it should be and all is well that ends.
