[DX-CHAT] IRCs agn...

Just went through a session at our local PO re redeeming the soon to expire 
IRCs.  The postal clerks all work through a computer program which is used 
as inventory/cost etc control.  I went in with some IRCs and they could not 
figure out how to get the computers system to take care of the transaction. 
So...if the computer program dies the PO must be shut down as it's the only 
way transactions can be recorded into the system.  At least...that the way 
it was explained to me.  The are stuck on square zero WRT dealing with IRCs 
until somebody in their mgmt sys tells them how to enter the transaction 
into their computer prog.  So...I went back to the house with IRCs still in 
hand and have to wait until they can figure out how to deal with their 
computer system.  I hope they can do this in the 3 months left to cash the 
expiring IRCs before the expiry date.
I'll try and pass the info on so you all will not have to go through what I 
just did...

I feel your pain. My local post orifice morons barely understand the concept
of IRCs, let alone what to do with them. There's only one clerk there who
has a clue and I'll only deal with her. Yesterday I went in to buy a
quantity of the new ones (with the 2012 expiration) and she tried to sell me
the ones that expire this year. When I explained that they'll be worthless
paper in under three months she just shrugged and said the manager won't
order any new ones till all of the old ones are sold. And of course, said
manager is *never* in when I ask for him.

I'm just glad 90% of what I need to do at the PO I can do online or at the
machine in the 24-hour lobby. If only I could get my IRCs and 61-cent stamps
this way and mail out Media Mail parcels, I'd never need to actually enter
a post orifice again.

Please download US Postal Bulletin PR 22267, September 10, 2009, from

Take pages 11 and 12 with you to the PO and courteously ask the 
counter clerk to read them.


Today I exchanged over a hundred old IRCs and purchased fifty new 
ones.  The counter clerk thanked me profusely for bringing in those 
two pages as it saved her a lot of work.  She admitted that this was 
new to her and a valuable learning experience.


Alternatively, you can move to Carson City, Nevada, where I already 
have them trained.  :)

I continue to be amazed at the effort which some DXers make trying to  
understand and use IRCs. I would never even contemplate buying or  
using one.  Just the good old green stamps for me. Every once in a  
while I re-stock with $2 bills from my bank (plus some extra $1s for  
DL). Seem to work perfectly everywhere, including places where they  
are said to be illegal.  Those folks don't hoard them, they just  
recirculate them for their own QSLing.  Has anyone ever heard of a  
DXer being jailed for receiving $2 in a QSL ? And my return ratio for  
cards which I really need is 100%.  And then of course there's  
LoTW.


Same goes for mint postage stamps.  How do you keep track of the  
weekly increases in postage rates ?

I think I'll wait till they start trickling out through QSL managers, which
is how I get most of my IRCs in the first place. I had 17 to get out between
June and now and I probably won't need to send another card out (other than
K4M) until the new year.s

According to page 11 of the previously mentioned US Postal Bulletin PR 22267

the manager is prevented from selling any of the old ones after 
October 15 and should have already returned his remaining stock of 
them to his sources by October 1.


You may want to make an appointment to sit down with your local Postmaster.

I certainly agree with John -NT5C.

Why anyone would bother with IRC' s has always surprised me. I' ve used 
nothing but $ 1.00 and $ 2.00 US currency for all of the dx qsl' ing I' ve 
done, which has encompassed # 1 Honor Roll.
Why bother with trying to educate the postal service about their own 
products when its just not necessary.

Each to his own, though, I suppose.
