FYI,
In conversation after the Dayton DX Banquet, Kam stated he did not mean a
Ham in WV..To him a Rahall constituant meant any American citizen.. in fact
he said the Ham who complained was a W4

I know Garry personally ... I worked with him for several 
years in Huntington and strongly doubt that he would have 
done anything to cause the early end of any operation in 
KP5.  Garry is far more likely to be in the pile-up than 
on the phone to a Congressman.

If it were found to be that the person did it deliberately (sabotage or
jealousy, etc) they should be removed from the DXCC program!  Also if I knew
the person was living in my area he/she would be shunned from any activities
by me or my clubs!  I would never work them again and a QSL couldn't be
issued to so a low life.  The person(s) who did this did more damage to
Amateur Radio, DXCC and DXing than someone who operated illegally from a
rare one.  We don't need that type of person(?) involved in AR or DX.

Well, a good Rettysnitching and a session or two with a Wouff Hong 
may be in order. And if all else fails, bring out the Uggerumpf!


Failing those, I feel once proven that so-and-so did in fact "drop a 
dime" on them, his DXCC should be permanently revoked for conduct 
unbecoming a participant. I'd also wager he'd be getting a lot of QSL 
cards marked NIL thereafter.

I look at it this way:

First, if anyone really wants to do a little digging, it may be possible to 
learn through the congress-gonif, er, person's office who instigated the 
complaints against the operation.  

Second, and more importantly, despite the unjustified and undignified and 
totally political smear against Amateur Radio in general and the two KP5 ops in 
particular (even if they weren't named), this incident and the follow-ups is 
bringing to public scrutiny the manner in which the US F&WS has been 
"administering" Desecheo and Navassa.  

And isn't it, well, interesting that (as memory serves) K3LP and N3KS 
originally went there for job-related communications work, not just to operate, 
something that the congress-gonif's report didn't appear to really mention?

Also, as memory serves (Bernie please correct me if I'm wrong, I'm at work and 
don't have access to my info), didn't K3LP & N3KS get their permission to land 
and operate through another agency, not directly from F&WS?  And yet F&WS is 
getting the heat.  Very interesting.

As they say, stay tuned for further developments, film at 11.

This report has evidently started to come to the attention of DX circles 
just now.  Charlie's mention of it was the third one I received yesterday.  
I got two earlier e-mails giving me a link to the report.

I was going to post it to this group myself (with no added comments) but

The recent ham radio visit to Desecheo Island appears to have resurfaced as 
a messy situation now having US Congressional attention.  Resources 
Committee Ranking Democrat U.S. Rep. Nick
J. Rahall is identified with a staff report on the matter dated apparently 
June 20, 2006, with the title "Club Fed"  If one reads this total 
report, one conclusion is that, regardless of the final outcomes, ham radio 
has received a huge black eye over this matter.  This is not the kind of 
image we want and obviously will do our fraturnity no good in the future.

As an ARRL member (Life), I suggest that the DXCC approval for this 
operation be immediately reexamined with the distinct possibility of 
reversing the previous and dubious DXCC approval (based on a tape recorded 
verbal statement?) and a notice be made, if found justified, that this 
operation does not represent the vast majority of world-wide law-abiding ham

radio operators.  Perhaps Desecheo I. should be permanently removed from the

DXCC list to avoid future such problems.

If this Congressional report is correct, the ham radio community must take 
swift action to condemn this kind of activity and encourage no more like it 
ever in the future.

I realize I risk raising the ire of other radio hams by raising this issue 
that we likely all wish would just go away.  But, it is not going away and 
in fact is now even more at the forefront of governmental attention.  I 
appeal to the ham radio community to act in our defense so that other 
DXpeditions and all hams are not tar-ed with a nasty brush.   73,

My reading of the "Club Fed" report is that the operators who visited
Desecheo were held harmless; they sought permission from responsible
officials, and received it. If working around intractable government
bureaucracy were a crime, we'd still be in the stone age.

As for the "incredibly persistent" ham who raised a stink, caused the
operation to be terminated, and precipitated the launch of investigations by
organizations who have much more important things to be doing, he or she had
best hope that their name won't be released in a Freedom of Information Act
inquiry.

Spare us the hyperbole and furnish us with facts. How did this report 
come to your attention? Whose agenda does it serve? And how do you know the nature of the evidence regarding the approval of the operation?


The Resources Committee ranking Democrat is as likely as not to have the 
opinion (or more likely be advised by someone who has this opinion) that 
no human being should ever have access to a wildlife sanctuary. So 
obviously, his report is going to be unjustifiably hard on those who've 
tried to gain access to the island legally rather than those, like the 
Haitian squatters, drug runners and pirates who utilize the island 
illegally. This is currently one of the major problems with the 
Democratic party- they'd rather ignore people who break the law and 
punish those who try to follow it rather than the other way around.


So given your progressive politics, I understand your tender feelings 
toward a Democrat, but rather than this hysterical, self-flagellating 
post, let us know whose behind the information. Since I'm sure Rep. Nick 
doesn't have any idea what amateur radio is, how was he informed of this 
operation? I'd bet the congressman didn't call you, so who did? Was it 
the same person who used their influence to have the operation halted? 
Curious minds would like to know.

The Congressional report seems to be at variance somewhat with the program 
presented at the Dayton DX Forum this year.

I suspect this Congressional report didn't just happen.  I have a speaking 
susnicion that the person responsible for their being removed from the 
island in the first place is still out there trying to make all the 
trouble he can.

The ops said at Dayton that even they don't know who was responsible.  If 
they have given ham radio and DXing a black eye, this unknown whiner has 
done it double duty.
