I am convinced they have crashed several times in recent months.
There's no way to know since they are secretive about what goes on up there.
It seems that when there is a large volume of uploads, they tend to fail
which probably means inadequate capacity and/or bugs.

Because the system was unavailable a couple of weekends ago. I did an
upload early Friday evening. Then another a little later.
The first one got processed, the second not until Monday late morning.
To me, a systems manager, that's a clear sign things crashed and got
restarted when

Lack of communication from ARRL is the problem.
There is no excuse for not making a comment on the ARRL website.
That would eliminate all kind suspicions.
