OK, back up a step and look at the amplitude of the passband when using
Spectrogram.
The OP1 filter and the other filters should have close to the same
amplitude when the K2 is fed with a broadband noise generator.
Please verify for that condition.

Last week's nets ran well but my schedule cannot seem to fit in the
reports afterward. I need to find the time on the same day so I can get
these out faster. Conditions on twenty meters were OK but there were
many stations with QSB and some mentioned the same with my

Yes, you did the measurements correctly, but there is some confusion in
my mind about the EncRD signal. Certainly with no load connected the
voltage on U3 pin 14 should be 3.3 volts or higher. So U3 must be
replaced for certain.
