Ok I lied about the full power part. 12m doesn't make squat for power and 10m makes WAY more than it should. On 10m, with power set to 2 watts, as per the alignment procedure, I measure 7 watts out on my bird. With power set to 10 watts, I measure 18 watts out!! On 12m, with power set to 10

It sounds like you may have a spurious oscillation problem inside the box. A spur can drain a high level of power, be off frequency, destroy finals, etc. The power on one band and none on the other sounds like you may have a component misplaced or wrong value - including the tuning of the
