Tom, I'm going to go out on a limb here, but hey, it's only a virtual limb! I am going to withdraw my previous statement that the K3 SWR bridge is operating correctly. Given what you've said, the ATU control algorithm is receiving bad information from the SWR bridge. Here's how to test this

The KAT3, KAT500, KPA1500 tuners, all have the same feature.  I have all three. If you want a finer (lower SWR) value, within a few seconds of the first tuning cycle stopping, start the sequence a second time and the tuner will cycle through ALL possible settings to attempt a lower match.  It

The KAT500 will enter a fine-tune mode if you re-initiate a tune cycle right after the first one has finished.  I don't know if the KAT3 will do that, and I can't test it because mine always finds the primary match the first time, but Elecraft would have a lot of incentive to reuse KAT3

Tom, Does the problem you describe occur on each of the ANT1 and ANT2 ports on the KAT3 output when the ports are terminated in a good 50 ohm power load? Have you checked the K3 ANT selection when the KAT3 is installed to be sure that the port to which your 50 ohm load is attached is the one

I'm wondering if someone can help with a KAT3 ATU problem on my K3 S/No.01434? When bypassed, the K3 SWR indication agrees with that on an external SWR meter. This is also so when the KAT3 is replaced with a KANT3 board. When in AUTO mode it goes through its relay rattling sequence for each band,
