How far away from room temperature should my PA be if I'm just receiving?
I noticed while testing in TEST mode that my fans kept turning on. After
turning on DISP, I noticed my PA temp at 37C (fans running). At 35C,

Calibration as indicated in the manual - it is easy, just turn the K3
off until everything is at room temperature, then power on and enter the
menu then set the menu temperature to match the room temperature.

To validate Wayne's suggestion . . .
K3 serial numbers 008 and 021 both exhibited this problem within two
years of their 2007 manufacture, and both were cured with the gold-pin
replacement fix.
Neither have exhibited any further misbehavior in the intervening years.

If you put a DMM (voltmeter) on the associated pin, you should see the voltage
changing (a few mV, probably). You can easily get at these pins by taking the
bottom covers (A and B) off the radio. Chances are that the old, non-gold pins
on the front panel module are the cause.

Latest firmware.
Last couple of days at power up the PA Temp is unstable.
LCD flicks between 27 and 40 degs C.
TX and RX same reading.
Noticed the rear fans starting and stopping
Reloaded firmware no change.

If indeed the finals are heating while the K3 is truly in receive mode,
then that would indicate either the PA finals have 'turned belly up' or
that there is a failure in the bias circuits that is turning the PA
transistors on.
First unplug everything from the K3 except for a dummy load.

it is flicking between normal and +40 several times per minute.

Yes, I would say they are related. From the owner's manual section on
troubleshooting transmit problems:
... low voltage may cause an erroneous temperature reading...
The ERR 12V message also indicates low voltage.
I think you're on the right track checking the circuit breaker lugs,
