Ford flammability standard

Good People, I am not able to find any information on Ford flammability standard WSB-M15P4-D. I have a plastic treatment chemical that is rated at 41 mm/min according to this standard - is this a burn rate ? If so, could someone please describe the test conditions. Thanks much. luck, Brian -
