Correct me if I'm reading too much into this but I believe that if you read
far enough in 15.19 it says that if the device is too small to include the
wording that you can simply put the statement in the users manual.

According to CFR 47 Part 15 the label on the unit must contain the complete
statement in your first paragraph. This requirement is in paragraph a(3) of
section 15.19 Labeling Requirements. This paragraph states that the device
shall bear the statement in a conspicuous location on the
