My recommendation is to look at the radio performance issues as well as the
regulatory. It is possible that you have no FCC compliance issues but the
radio does not perform! The FCC could not care less if your radio works or not.

We are integrating a purchased 802.11b device into our product, but face
ambient temperature requirements up to 80 degrees C. This brings up two
problems:

1. Will it work at that temperature? One vendor advertises 55 degrees max,
another 70 but with an offer to screen products at 80.

2. What are the FCC requirements? The FCC Rules for the 2.45 GHz band, 15.249,
specify a frequency tolerance of 0.001% over the -20 to +50 degree range, but
do not specifically address higher temperatures. Do we simply fall back onto
the more general provisions of 15.215, keeping the 20dB bandwidth signal
within the designated band, with a recommendation to keep it within the
central 80% of the permitted range? Since we are not manufacturing the
transmitter, which already carries FCC certification, who is responsible to
the FCC for ensuring compliance at our extreme temperature?

Hi Rich,

The approach that I am going to suggest is not rigorous because in order to
determine the NF of the system you would need to calculate the NF and Gains
for each element in the measurement system
I would work the problem this way:

1. Determine your receiver noise floor by setting the appropriate bw (set for
average detector which should help you). Be careful about adding built-in
preamps in the spectrum analyzer of rx --- do it both ways if in doubt)
2. Record your receiver noise floor in dBuV
3. Add to this number all loss elements in the circuit (cable loss, AF, etc.)
4. Record the FS level (now in dBuV/meter)
5. Are you at least 6 dB below the regulatory limit at the distance specified?
If yes, no preamp should be required.
6. If no, then determine how much gain (in the preamp) is needed. Record this
number in dB
7. Add the NF of the preamp in dB to the number recorded in #6 (the nf of the
preamp will degrade the NF of the rec. system)

As a final check remove the test rx antenna and inject a cw signal equivalent
to (Reg Limit - AF - 6dB) in dBuV.
If you can resolve this signal with your measurement system (with the preamp
in place) and obtain the necessary MU (suggest that your calculated value
should be about +/- 2 dB of the signal generator value) then you have done the
work correctly (in my opinion).

If you determine that you need 2 preamps to obtain the gain necessary then
please consider cascaded preamps where the first amp has low to moderate gain
but a very low NF. The second amp can be high gain and high NF (the second
preamp's NF is divided by the gain of the first preamp --- all units are
linear:

NFsys = NF1 + ( NF2 / GAIN1)

I need verification that I am computing the noise factor (NF) of my
emissions receiver correctly. The system will measure emissions in the 1-10
GHz band and will use a horn antenna followed by a high pass filter followed
by a preamp feeding a spectrum analyzer. I can ignore the NF of the spectrum
analyzer. since gain of the preamp is 20 dB, so the total NF will be set by
the other three elements. The NF of the preamp is 4 dB, the insertion loss
of the filter is 1 dB and the antenna factor of the horn is 39 dB at 10 GHz.
I understand that the NF of the filter will be equal to the insertion loss,
1 dB. And the NF of the antenna will be equal to its insertion loss (antenna
factor), 39 dB at 10 GHz. Therefore the total NF of the three elements will
be the sum of their NFs - i.e., 39 + 1 + 4 = 44 dB.  It seems that I don't
have to be overly concerned about the NF when I select a preamp, since the
only way of reducing the NF significantly would be to improve the antenna
factor. Are my calculations correct?

Many of the test labs that perform SAR testing for cellular handsets would be
able to perform this test. Bluetooth operates at 2.4 GHz so probably SAR labs
that have capability for IEEE 802.11b,g and North American Cellular (1900 MHz)

Importing Bluetooth product into Egypt and Saudi Arabia

Hello colleagues,

I was wondering if anyone has any information on importing a Bluetooth
portable product into Egypt and Saudi Arabia.

Bluetooth is low-powered (less than +4 dBm)wireless technology. The device
operates in the 2.4 GHz ISM band and uses FHSS technology. The product would
already be approved to FCC and EU/ETSI test requirements.

The info needed is:
1. What is the process? (how long in time? cost in dollars?)
2. Is in-country testing required?
3. Must there be a local agent?

Real product interference source at 121 MHz

Hello all,
 
A strange request but this has become an interference issue with a sattelite 
communications link There seems to be a very strong interferer at 121 MHz that 
is intermittent in nature and physically located in Northern USA/Canada. 
 
It could be the marketing of a non-compliant consumer products or perhaps some 
after market sattelite rec. retro-fit kit??
 
Has anyone else had this experience in the last year --- (the problem was not 
present 2 years ago)?
It does appear to getting worse and is spreading geographically as well.

I think they were called micro-Q ... I am not sure if they are being produced 
any more. Last time I saw one was about 5 years ago or so. The pins were 
designated to correspond with Vcc and logic common.

Does anyone have a service or a publication that reviews the OJ and informs 
you of specific types of standards being published, i.e. EMC, safety, 
telecom?  We are interested in a source that is timely and accurate. 
 Currently, we are dealing with a standards company.  They are not 
delivering information as promised.

U.S. Department of Commerce News Release from the Office of the Secretary,
Friday, June 13, 1997

Washington-The United States and European Union have agreed to a package of 
mutual recognition agreements (MRAs) that will reduce trade barriers in six 
industry sectors covering approximately $50 billion two-way trade, U.S. 
 Commerce Secretary William M. Daley and U.S. Trade Representative Charlene 
Barshefsky announced.
When fully implemented, the agreements willrecognize the results of product 
testing or certification requirements set by both governments and 
eliminates the need for duplicative testing, inspection, or certification 
requirements for products from each side of the Atlantic.
Under this landmark agreement U.S. regulatory agencies, for the first 
time, have entered into a cooperative international agreement that strives 
to reduce regulatory costs while at the same time seeks to expand market 
access and protect the health and safety of consumers on both sides of the 
Atlantic, Commerce Secretary Daley said.
Completion of these mutual recognition agreements has been a longstanding 
priority of the United States and the European Union, Secretary Daley 
added. I also want to give credit to the Transatlantic Business Dialogue. 
 The TABD and the MRA was important; we heard them and acted.
We achieved an agreement that is good for U.S. and EU business, good for 
our regulatory agencies, and good for our consumers, said Barshefsky. The 
MRA is yet another example of the Administration's push to open markets in 
sectoral areas where the United States leads the world, while assuring our 
absolute right to choose our own health and safety standards. The real 
winners today are manufacturers, workers, and consumers, both in America 
and in Europe, who will see reduced costs, increased jobs, and a better 
standard of living.
These agreements are expected to increase U.S. exports by saving 
manufacturers more than $1 billion in costs annually, which is equivalent 
to a two or three point reduction in tariffs. The MRAs include 
telecommunications, medical devices, electromagnetic compatibility, 
electrical safety, recreational craft, and pharmaceuticals. The agreements 
allow products or processes to be assessed for conformity (i.e., testing, 
inspection, and certification) in the United States to European Union 
standards, and vice versa.
After entry into force, the agreements will be phased in and fully 
implemented in two years for electronic products and three years for health 
products.
This agreement was concluded with the support of the Transatlantic Business 
Dialogue (TABD), a U.S.-EU government-business partnership that generates 
business recommendations for removing barriers to transatlantic trade for 
direct consideration in the government decision-making process.
