This is a slightly older NEBS document, but I believe the requirement number
hasn't changed.

4.5.3 Listing Requirements

R4-3 [22] All network equipment that is directly powered by commercial ac,

either through a hard-wire or plug-and-cord connection, shall be listed for

the purpose by a Nationally Recognized Testing Laboratory (NRTL).

R4-4 [23] Inverters that provide power to network equipment or to
convenience

receptacles shall be listed for the purpose by an NRTL.

R4-5 [24] Network equipment that is intended to be located on customer

premises shall be listed for the purpose by an NRTL.

NRTL Listing is mandatory for most types of equipment. See the definition of
'acceptable below for those cases where NRTL Listing is not mandatory. This
comes from 1910.399 Definitions Applicable to this Subpart.

Acceptable. An installation or equipment is acceptable to the Assistant
Secretary of Labor, and approved within the meaning of this Subpart S:
(i) If it is accepted, or certified, or listed, or labeled, or otherwise
determined to be safe by a nationally recognized testing laboratory; or
(ii) With respect to an installation or equipment of a kind which no
nationally recognized testing laboratory accepts, certifies, lists, labels,
or determines to be safe, if it is inspected or tested by another Federal
agency, or by a State, municipal, or other local authority responsible for
enforcing occupational safety provisions of the National Electrical Code,
and found in compliance with the provisions of the National Electrical Code
as applied in this subpart; or
(iii) With respect to custom-made equipment or related installations which
are designed, fabricated for, and intended for use by a particular customer,
if it is determined to be safe for its intended use by its manufacturer on
the basis of test data which the employer keeps and makes available for
inspection to the Assistant Secretary and his authorized representatives.
Refer to 1910.7 for definition of nationally recognized testing laboratory.

The requirements are located in 29 CFR Part 1910 Subpart S. Go to
http://www.osha-slc.gov/OshStd_toc/OSHA_Std_toc_1910.html
http://www.osha-slc.gov/OshStd_toc/OSHA_Std_toc_1910.html  for a table of
contents for part 1910. If you go down the list and click on 1910 Subpart S
it will take you to a page with all of the requirements. If you then click
on 1910.303 it will state that the equipment must be approved. If you then
go back to the table of contents page and go to the bottom of the list and
click on 1910.339 - Definitions applicable to this subpart, it will take you
to the definitions page you will find a definition for approved. In this
definition it talks about acceptable. If you then look at the definition
of acceptable this is where it talks about NRTL approval.
