4 wire computer fans work fine on a 3 wire header. They just run at a fixed
rate. Some may support variable speed via PWM-ing the power.

The pins only exist with LinuxCNC running.
It should (and does) restart smart serial without even having to reboot
linuxcnc.

using a "dead bug" 50 cent, 8-pin AVR microcontroller, and an external
transistor switch. So I had to look into this.
I think the real reason for the 4th wire is
I did a quick test to see if I could confuse a 7I76 by sending it
garbage/interrupted transmissions (cycling the FPGA side power while doing high
speed comms. I did this 500 times without the 7i76 I/O processor ever requiring
a power cycle to recover. I still think this is some other issue
I discovered starting with a .pcb file and saving it as a lihata file then
loading it did not work. During loading of lihata file originally saved from
there was a few long lasting dialogs with among them "clip polygon" or
something similar and eventually after quite many secondes I gave up.
The PWM tachometer signal most probably have really good noise immunity as
timing is robust against noise. Might also have really good accuracy if derived
from a clock with low jitter and slow enough clock drift. However very unlikely
to make any noticeable difference on a fan.
