Yes, it does look like the HV battery is fully charged. Perhaps the 12v battery was disconnected and re-connected just for this photo and the guess-o-meter hasn't collected enough data to put a number in, or maybe it was just turned on and those bars change to a number later. I note that

I can't see the photo (not attached) but the Leaf has two sets of bars on the right hand side of the display. The outer set indicates the total battery capacity (e.g. out of 12 bars total). The inner bars indicate the current battery charge. So if the car is discharged, the guess-o-meter can
