Not sure what you mean but there is a phone app called plug share that lists 
chargers around the USA. Maybe more but I never looked beyond that. As far as 
someone blocking the charger there's not much you can do about that.

Hmmm; that makes me think. What about some kind of gate that blocks the 
EV parking spot until you "put money in the meter" (probably with your 
Smartphone without even getting out of your car). That way, you have to 
pay for the spot. An ICE driver won't want to pay, and won't have the 
App to do it anyway.


If firms are going to charge outrageous $/KWH for charging, they might 
as well give you some perks for the privilege (like "reserved parking").

There are plenty of others.

Typically, there is a guide to charging stations built into the 
navigation system for your EV. I know that my Nissan Leaf has one and 
Tesla has one also.


There are a _lot_ of internet based forums etc. that talk about dealing 
with the problem of have a charging station "ICE'd" by internal 
combustion vehicles. Simply google "ICE'd EV" and you will find them 
all. :-)

1) I think the standards are still a nutty mix and therefore there is no
general guide. I think all EV's come with manual which tells thing or two
about charging.

2) In general you do not park to any charging post if not charging. It's
part of the 'EV code' and a polite thing to do. You adjust your charging
speed according parking time. So no 2 hours of shopping while car is done
in 30 minutes. So if there's ICE spilling oil on the EV spot... that's just
ugly.
