If I invoke Exim as non-root (user in admin_groups), then the log-line does not
appear on stderr.
If I invoke Exim as root, then it does.
I'm still puzzling over why this is, but it does suggest that this might not

(although, now that I've realized the log_testing_mode connection, I no longer
see why the runtime user impacts upon the logs being written or not ... this
was a bad time to give up caffeine)
