[Finale] Finale 2010 Win - tempo alterations not assignable to multiple staves???

Hi, I just switched to Finale 2010 and already found a strange problem. All tempo alterations are not assignable to multiple staves! Why? The V button beside the assign button is not clickable. Why on Earth cannot I see those expressions on all staves of my choral piece? The online manual gives
