Please try this:
1. Open the problematic part and determine which layer the rests are in.
2. Apply a staff style BLANK NOTATION WITH RESTS to the PART ONLY. Apply it to
the layer containing the problematic rests ONLY.
3. Try to create the MM Rest.
This works 100% of the time when I do
Voiced linked Parts? I do not believe so.
I hope I don't have to do all that Giovanni describes, as I am almost done
with these parts, but I may have to try it. Thank you!

one which included many multi-measure rests, and used for the ready format,
