I dont know exactly what you want but as far as i am aware Blender is the 
only open source 3D
modelling program that will create .ac files.As far as I am aware Gmax files 
can't be converted to
run on FG.All other MSFS aircraft files can be converted to a greater or 
lesser degree.I have the
AC3D program and it is worth every dollar I have paid for it and the easiest 
of the 3D modelling
programs I have used.FG can support Gmax's big brother 3DS max,see the A380 
for a combination

of 3DS max and .ac models,.

  You have to get a kit of several components which can be
downloaded from

Gmax to FSDS2 file conversion Kit

This package gives several utilities and plugin which lead the work to
get a 3ds format.
that 3ds format can be easily imported  in ac3d, blender or directly
used in FGFS
Don't forget:
You get a static model without  gmax animations.

i have not found any  GMAX input in plib.
up to now i conclude Flightgear does not know Gmax

I want to build a 3d model, and am finding the available tools
difficult for my particular application.  Since I know the geometry of
the aircraft model I want to create, I think it might be easier to
build the file myself.

Is there a specification somewhere that describes how to construct a
.ac file?  Is this a FlightGear-specific format, or some kind of
generic 3d model format?

.ac file format is not specific to FG. You can use AC3D (I am pretty shure
you already know that) for creating the file.
